On the morning of September 12^th，the opening ceremony of the National Shuangchuang demonstration base and the Science and Technology Innovation Summit Forum were held in CIOMP. More than 300 people participated in this ceremony. The activity was hosted by Zhiyi Song who is the vice president of CIOMP. Firstly, Zhiyi Song introduced the basic situation about the approval of National Dual demonstration base of CIOMP.

Zhongbin Li who is the Changchun municipal committee and the director of Changchun new district management committee delivered a speech. In recent years, Changchun municipal government has been conscientiously implementing the central decision-making arrangements on the work of Shuangchuang (mass entrepreneurship and innovation), constantly improving the policy system,  accelerating to construct support platforms, continuing to optimize the ecological environment and attracting all kinds of innovation and entrepreneurship. Changchun gradually formed the whole city’s Shuangchuang work pattern.

Zhongbin Li said, by virtue of perfecting the innovation entrepreneurship policy and system, Changchun strived to build the environment with government decentralization, market liberalization and enterprise freedom, constantly improved the scientific and technological innovation support system, and constructed the Shuangchuang ecological system to promote the growth of innovative enterprises. With the aim of enhancing the quality and efficiency of the Shuangchuang incubation base, Changchun will make full efforts to create a high-end, specialized, refined incubator platform. Changchun will take the advantage of human resources, realize the development and innovation, draw, cultivate and strengthen the construction of talent team. Changchun will also actively explore the innovation mode of government serving enterprise through enhancing service, promote the key supply and play the leading role of national Shuangchuang demonstration base to promote the development of innovation entrepreneurship of Jilin province.

Subsequently, Junxu Zhou, the director of the General Administration of Science and Technology Bureau, CAS, delivered his speech. Junxu Zhou said CAS has been actively to promote the construction of the research institutes’ Shuangchuang demonstration. 9 units including CIOMP recommended by CAS were selected as the universities and research institutes demonstration base, accounting for 10 percent of the total number. Junxu Zhou said that CAS will earnestly implement the "On the views of the implementation of innovation-driven development strategy to further promote the public entrepreneurship innovation in-depth development" issued by State Council, communicat with the National Development and Reform Commission and the Ministry of Science and Technology, accelerate the application of scientific and technological achievements, and guide and promote scientific and technological personnel to join the tide of innovation and entrepreneurship.

Junxu Zhou pointed that Jilin Province has very rich science and education resources and formed good cooperative relationship with CAS. Many cooperation projects have flourished in Jilin Province and have produced fruitful achievements. He hoped that CIOMP would seize the good opportunity to actively promote the information sharing, continuously improve the overall service capacity, and cultivate more entrepreneurs and innovative entrepreneurship to contribute to the implementation of Innovation-driven development strategy.

Ping Jia,the president of CIOMP, made a detailed introduction of the construction of the Shuangchuang demonstration base. Ping Jia said that the genes of innovation and entrepreneurship deeply rooted in the blood of CIOMP. In the era of mass entrepreneurship and innovation, CIOMP took the advantage of 65 years technical achievements, formed the CIOMP-Shuangchuang mode. CIOMP is approved for the national Shuangchuang demonstration base, inspired all the workers engaged in innovation and entrepreneurship boom. In the future, CIOMP will achieve a number of major innovation projects, develop a number of world-class equipment, train or introduce a number of Shuangchuang team with high international status and hatch a number of pillar enterprises. CIOMP will also form a perfect Shuangchuang policy system, create a strong culture atmosphere, promote comprehensive innovation and reform experiments, form a number of reform results.

Subsequently, the director of Jilin Province Development Research Center Yinquan Li, Changchun Municipal Committee Standing Committee Zhongbin Li, Director of Changchun Jingkai District Administrative Committee Xiuquan He and president of CIOMP Ping Jia jointly unveiled for the CIOMP Shuangchuang demonstration base.

In the scientific and technological innovation summit forum, Yinquan Li made a report on the macroeconomic of Jilin Province. Shuyan Xu from Space Optics Department III made a report on Aerospace Science and Technology Innovation.The general manager of Chen Xin company, Xinyang Wang, made a report on innovation and entrepreneurship.
